Project Scope

When a catastrophic electrical failure caused a substation arc flash and fire at a grain receiving and loadout terminal in Galena Park, Texas, every hour without power threatened production. A three-phase ground fault damaged the facility’s 15kV service, transformer bank, switchgear and supporting electrical infrastructure, forcing operations onto emergency power.

Knobelsdorff (KE) mobilized within 24 hours of the incident to stabilize the site and developed a long-term restoration strategy. The project extended well beyond an emergency response, requiring the team to maintain plant operations while rebuilding the electrical infrastructure that served a critical portion of the facility.

KE designed and installed a temporary power distribution system via a 1.2 MW, 480V generator, allowing production to resume within 24 hours. The temporary power solution remained in service for approximately one month while permanent improvements were constructed, avoiding very costly downtime. Throughout the project, KE safely removed damaged infrastructure, rebuilt the medium-voltage distribution system, converted portions of the existing overhead distribution to underground and constructed a new electrical room before completing final commissioning and permanent power restoration.

Project Approach

Emergency response began in January following an electrical failure. Five electricians mobilized immediately, assessed the damaged equipment and restored temporary power through a temporary distribution system built by KE. The team tested breakers, motors, cables, and transformers while developing a phased plan that allowed reconstruction to occur with minimal disruption to plant operations.

One of the project’s greatest challenges was safely working around energized 15kV overhead distribution while operating two parallel electrical systems. Careful lockout/tagout planning and equipment isolation were essential throughout demolition and reconstruction to protect both personnel and ongoing operations.

As demolition progressed, KE removed the damaged transformer bank, switchgear, concrete pads and associated electrical infrastructure before rebuilding the system from the ground up. The medium-voltage distribution was reconfigured to improve reliability and maintainability, including converting a portion of the overhead distribution to underground and installing new underground raceway systems into a new electrical room. By utilizing an existing building as the new electrical room, the team reduced construction time and accelerated the overall restoration schedule.

A carefully planned 16-hour shutdown allowed KE to reroute the facility’s medium-voltage power from the utility and eliminate the need for temporary generation. During the outage, crews removed an existing pole, bored beneath active railroad tracks to install new underground medium-voltage infrastructure and completed the utility cutover. The new electrical room and unit substation remained under construction following the shutdown, with final testing, commissioning and permanent energization completed later in the project.

The Impact

KE successfully transformed an emergency response into a complete associated infrastructure rebuild while keeping the facility operational throughout construction. Production resumed within 24 hours of the initial failure and remained supported by temporary power until permanent systems were ready for service.

The completed project delivered a new electrical room, upgraded medium-voltage distribution and a new unit substation designed to improve long-term reliability, maintainability and safety. Enhanced lockout/tagout capabilities and improved electrical isolation provide a safer environment for future maintenance while underground distribution strengthens system resiliency.

From emergency mobilization to final commissioning, KE restored permanent power with minimal disruption to plant operations, demonstrating the team’s ability to respond quickly, execute complex medium-voltage projects and deliver practical solutions when customers need them most.
