Project Scope

Knobelsdorff (KE) provided testing and commissioning services for a 135.5MWDC solar collector substation at the Spring Grove II site in Virginia. Supporting a new solar generation facility, the project required detailed coordination, technical precision and a strong understanding of utility-scale power systems to ensure the substation could be safely energized and brought online.

As part of a new solar generation development, the collector substation needed to be fully tested and commissioned prior to energization. The scope included critical infrastructure such as a 230kV SF6 breaker, main power transformer, 34.5kV vacuum breakers and SEL-based protective relays, along with associated communication and control systems.

With multiple systems requiring validation and coordination with the interconnecting utility, the project demanded a structured and thorough approach to confirm performance and readiness. PACK Power partnered with KE based on the team’s technical expertise and ability to respond quickly, helping keep the project on track during a key phase of development.

Project Approach

KE's Power Services team developed a comprehensive commissioning plan to guide testing and energization. Using IFC drawings, relay settings, communication files and power studies, the team established a clear roadmap for verifying each component and system.

Testing included validation to NETA and IEEE standards of all electrical equipment, protective relay testing, VLF and Tan-Delta testing of the MVAC cable system and secondary verification of PT and CT circuits. The team also completed functional testing of all protection and control devices, along with full validation of the communication system.

Throughout the process, KE coordinated closely with the interconnecting utility and off-takers to confirm telemetry and control functionality. This disciplined approach allowed the team to move efficiently through commissioning while maintaining a strong focus on safety and system reliability.

The Impact

Once commissioning was complete, the collector substation was successfully energized, allowing the solar facility to proceed into hot commissioning. Within a few months, the site achieved full generation capability.

The success of the project strengthened the working relationship between KE and PACK Power and led to additional solar and BESS collector substation opportunities.
