
What Is an Electrical Safe Work Condition Policy—And Why Is It Important?
According to NFPA 70E Article 110.2, employers must establish, document, and implement an Electrical Safe Work Condition (ESWC) policy and provide training to employees. This training must do two things:
- Make hazard elimination the first priority when applying safety-related work practices.
- Comply with Article 110.2(B) of NFPA 70E.
The goal of an electrical safe work condition policy is simple: keep employees safe from electrical hazards on the job, primarily electric shock and arc flash.
How Do We Know When an Electrical Safe Work Condition Exists?
NFPA 70E Article 110.2(B) spells this out. When conductors or circuit parts are operating at 50 volts or more, they must be placed in an electrically safe work condition before any work begins.
That means:
- If an employee is working within the limited approach boundary, or
- If an employee is interacting with equipment where the conductors or parts aren’t exposed, but there’s still a higher chance of arc flash risk, then the equipment needs to be shut down and made safe before any work happens.
What Can Be Done to Eliminate These Hazards?
NFPA 70E’s Annex F gives some solid examples. One of the most recognized tools in safety is the Hierarchy of Risk Control Methods. This system gives us a step-by-step plan to reduce or eliminate electrical risks:
- Elimination
- Shut off the equipment and perform proper lockout/tagout (LOTO) procedures.
- Substitution
- If possible, replace higher voltages with safer levels.
- Engineering Controls
- Use physical barriers like guards or tools like a chicken switch to keep workers away from energized parts.
- Awareness
- Place warning signs to alert workers of electrical dangers.
- Administrative Controls
- Use job planning tools, safety procedures, and checklists to manage risk.
- PPE (Personal Protective Equipment)
- When other controls aren’t enough, use appropriate shock and arc flash protection.
One Final Point—Lockout/Tagout Matters
Article 110.2(C) of NFPA 70E makes this very clear: conductors and circuit parts are not considered safe until all requirements in 120.2 through 120.6 are met. In other words, until proper LOTO procedures are completed, it's not an electrically safe work condition.
Lockout/tagout isn’t just a formality. It’s the process that confirms equipment is de-energized and ensures no residual energy is present that could cause injury.
